There are merits to both sides, it just depends what fits YOUR idea of how you want your career to unfold. You’re much more funneled into “needs of the Army.” Officers in the Guard frequently work a lot outside of drill days - which is important to keep in mind as well. You could go to OCS hoping to be an HR officer at your unit and end up a Cav Scout PL 4 hours away.
Officers don’t have most of those luxuries. You can move units or take statewide vacancies to pick up rank, you can decline movement to other units unless you’re excess, etc. The location, department, and job description. Enlisted usually can guide their time in the military how they want. The average hourly pay at The United States National Guard for a 42a Human Resource Specialist is 67 per hour. The OCS route depends on how much control you want over your career. In one way or another, most official documentation will pass by your section.

You’ll update emergency data, handle request forms, and process a LOT of general paperwork for the unit. Your experience will vary from unit to unit, as with everything in the Guard, but in general you will do a lot of record reviews to ensure soldiers know about awards and paperwork being pushed into the Army document database (iPerms) and that everything is properly reported on. But the high level concepts will remain the same. Your AIT will be worthless, they use an entirely different system in the active side and everyone trains on that. Im going to the first phase of 42A reclass school in October in Fort Knox. 56M would be most in line with what I'm going to do in my civilian career (LCSW). This is a good thing because it means I have some experience with public affairs, so that might give me a leg up. I've been the PAO for my unit for about three years now, which means I've documented every promotion ceremony, every drill weekend and AT, every SAD mission, etc etc. I'm not sure if I'd be fulfilled with it, but there are dozens of open slots and the possibility for promotion is pretty solid. I'm good at paperwork and I work well with others. I'm not sure if it appeals to me as much now because I no longer want to go into the medical field, but it's still something that interests me.
Originally, I wanted to join as a medic, but my recruiter lied to my face got confused and said there were no open slots and persuaded me that I should simply join as an MP and reclass later. I made a 95 on my ASVAB with a 131 GT score so eligibility isn't an issue. So far I've considered a few MOSs that have slots in my state's vacancy list: 46S (public affairs specialist), 42A (human resources specialist), 56M (religious affairs specialist), and 68W (combat medic). Don't get me wrong, the training and experiences have been great, but I can't see myself staying in the Guard with this job. MOS: Applicants must have a Primary MOS (PMOS) of 42A/F/L.
